At its regular meeting held on June 14, 2010, the Council of The Corporation of the Municipality of Thames Centre enacted a by-law to authorize the execution of an Agreement with The Minister of Community Safety and Correctional Services for the provision of police services for the Municipality of Thames Centre.

Attached as Schedule ‘B” to the above agreement is the Ontario Provincial Police (OPP) Contract Policing Proposal dated November 2009, which contains the level of police services for the Municipality. The contract for policing services is based on a five (5) year term.

As a result of the Municipality entering into a contract with the OPP, a Police Services Board is required to be established. The Police Services Board would oversee the contract to ensure that the Municipality receives the level of service contained within such contract.

The Council established a “Thames Centre Police Services Board” consisting of five members.

Under the Police Services Act, a five member board consists of:

(a) the head of the municipal council or, if the head chooses not to be a member of the board, another member of the council appointed by resolution of the council;

(b) one member of the council appointed by resolution of the council;

(c) one person appointed by resolution of the council, who is neither a member of the council nor an employee of the municipality; and

(d)  two persons appointed by the Lieutenant Governor in Council.

The following are the appointed members of the TCPSB:

-  Russell Bain, Chair (Provincial Representative)
-  Christine Kirkpatrick, Member (Provincial Representative)
-  Alison Warwick, Member (Council Representative)
-  Chris Patterson, Member (Council Representative)
-  Jim Maudlsey, Member (Community Representative)

The TCPSB lost a very valuable Member on its Board, Darrell Kington. The appointment of a Community Representative on the TCPSB will be left to the next term of Council.

Staff Support:

Tena Michiels (Clerk), Secretary/Administrator

The TCPSB meet in the Council Chambers at the municipal office located at 4305 Hamilton Road in accordance with the meeting schedule noted below; or at such other place or time as may be determined from the Board from time to time.
