Lottery Licences

Lottery Licenses are issued for lotteries and gaming activities conducted by charitable and non-profit organizations to raise funds for charitable purposes.

Regulations relating to lotteries and gaming are set out by the Province of Ontario and administered through the Alcohol and Gaming Commission of Ontario.

Before You Apply

If you are not currently licensed by the Municipality or have not been licensed in the past two years to conduct a lottery, then you need to complete and submit the Lottery Licensing Eligibility Application.

If your lottery doesn't fall under Thames Centre's jurisdiction, you'll need to contact the Alcohol and Gaming Commission of Ontario to apply for a license.

Fees

Lottery licenses cost 3% of the total prize value.

You can apply for the following lottery licenses through the AGCO that the Municipality will approve:

Bingo is a game of chance where players are awarded a prize or prizes for being the first to complete a specified arrangement of numbers on bingo paper, based on numbers selected at random.

Currently, the following types of bingo events may be licensed in Ontario:

A Blanket Lottery refers to a type of lottery where participants purchase tickets for a chance to win various prizes, which can range from cash to merchandise. These lotteries are typically used for fundraising purposes and can include a variety of formats and prize structures.

AGCO Bingo Terms & Conditions

“Break open tickets” are instant-win lottery tickets, commonly known as “pull tab” or “nevada” tickets and the brand name “Pocket Slots.” Break open tickets:

are made of cardboard;
have one or more perforated cover window tabs that conceal winning and losing numbers or symbols;
are played by tearing off the cover tabs; and
include seal cards and bingo event tickets

A raffle is a lottery scheme where tickets are sold for a chance to win a prize in a draw. The different types of raffle schemes are usually identified by the method of determining the winner. Raffle prizes may consist of merchandise or cash, or a combination of the two.

Social Gaming is for individual applicants or organizations to host casual social gaming events in public places. It is intended for use by Legions, Service Clubs, Seniors’ Homes, community groups and individual applicants and charities.
