2026 Water and Wastewater Master Plan Update

Purpose

The purpose of the Thames Centre Water and Wastewater Master Plan Update is to develop and evaluate water and wastewater servicing strategies to meet potential population and employment growth within the Towns of Dorchester and Thorndale, as well as the 401 Corridor Lands. This update is a critical component in the integrated planning process and will provide the framework and vision for the water and wastewater servicing needs for Thames Centre.


Study Area

The study area for the Municipality of Thames Centre Water & Wastewater Master Plan update encompasses the existing designated urban areas in the Town of Dorchester, the Town of Thorndale, and the 401 Corridor Lands. The study area is currently governed by the land use policies set forth in the consolidation of the Official Plan, referred to as the Official Plan for the Municipality of Thames Centre.


Key activities of the Master Plan Update include: 

  • Review and update the understanding of the existing systems, using new studies, staff consultation, updated inventories, and recent new development.
  • Review and update the water and wastewater system's criteria and Level of Service based on a fresh policy review, the Municipalities’ Asset Management Plan, Development Changes Study, changes in development format, and updated system performance and condition information.
  • Review, integrate, and align with various recent and ongoing studies, including the Municipality’s Official Plan, Strategic Plan, Asset Management Plan, Water Supply Strategy and other relevant studies.
  • Incorporate new planning information and confirm whether the existing servicing strategies are appropriate or need to be updated to reflect new information or needs. This includes identifying any new upgrade needs.
  • Identify and assess existing and future system performance, opportunities, and constraints for the water distribution and wastewater collection systems.
  • Enhance the Capital Program with additional:
    • Financial information to inform the Municipality’s development charges and water and wastewater user rates.
    • Project Implementation details, including project prioritization and triggers.
  • Facilitating necessary stakeholder consultations (through project notices, Public Information Centres, and meetings) to satisfy the Municipal Class EA Master Plan requirements.
